4-year-old found dead, guardian arrested

Omaha Police arrested a suspect late Tuesday evening in connection to the death of a four-year-old girl.

Officers responded to a radio call at 9:55 p.m. near 31st and Franklin streets where they were directed to the body of Alicia Morrow, according to police.

Investigators say they arrested Morrow’s guardian, Chelsey Cook, 22, for criminal homicide.

As neighbors learned about the news, they say they are shocked. 

"I mean, I'm saddened by it,” says Yolanda Ashley, a resident who just moved back to Omaha. “I'm real touched by it because like I said that, you know, it's always alternative way out of a situation when you're frustrated with a kid."

Another neighbor  says she was stunned to learn about the child’s death.

"After I heard about it now, it just gave me the chills because nothing like that happened around here,” Amanda Swolley says.

 Cook has had previous run-ins with OPD.

 Last march, court records show she was arrested for several charges including reckless driving and possession of marijuana.

The investigation is ongoing.
